A general-specific skill. "Expeditionary Force Commander" scales up to level 5. At max level (5), the skill applies the following effect: "When commanding ship units, gain +5 mobility and unaffected by effect that disable counterattack. When commanding units, increase 5% attack and counterattack damage for every 3 mobility.". A general-specific signature: its max level drives the card's overall value.
